How to Pay CDA Property Tax Bill: A Step-by-Step Guide

The Capital Development Authority (CDA) is the primary civic authority overseeing town planning, building, and maintenance in the capital city of Islamabad. It is also responsible for the municipality, ensuring cleanliness, provision of goods, as well as providing quality health and education services to the residents of the city, as per the CDA Ordinance 1960. 

CDA also works with other authorities such as the Islamabad Capital Territory (ICT) Administration and Metropolitan Corporation Islamabad to ensure uniformity in the development and expansion of the meticulously planned metropolis. 

Over the past few years, CDA has also digitized many of its key public services such as the Urban Land Record System and introduced online payment of dues to promote the system of e-governance. 

CDA Property Tax Online Payment 

Keeping in line with the Government of Pakistan’s Ease of Doing Business reforms, the CDA has partnered with leading commercial banks to allow the residents of Islamabad to pay their property taxes as well as water and allied charges online. 

To assess your latest CDA property tax bill online, you will be required to visit the official CDA website and hover over the ‘E-Services’ tab in the top navigation panel. Next, click on ‘Property Tax Bill’ appearing on the drop-down menu to be redirected to a new webpage. Enter your 10-digit consumer number in the blank field and click the ‘Submit’ button. 

Presently, only Muslim Commercial Bank (MCB) account holder can pay their CDA property tax online through MCB Internet Banking.

Where Can You Pay Your CDA Property Tax Bills?

The residents of Islamabad can pay their CDA property tax bills at the following bank branches:

You can also pay your CDA property tax through a check or pay-order in the favour of Director Revenue, CDA.

CDA Property Tax Bills Issuance 

CDA issues the property tax bills every year on or before August 15. In case a homeowner doesn’t receive the bill, they may contact the Directorate of Revenue for a duplicate bill or visit the official website. Multi-unit buildings are billed on a pro-rate basis.

Moreover, CDA allows a 5% rebate on payment of current property tax up to September 30. Meanwhile, homeowners will have to pay a non-waivable surcharge of 1.5% per year on the outstanding tax after the end of the financial year.

CDA Property Tax Exemption

Calculation of CDA TAX

Those who fulfil the below-mentioned conditions may be exempted from paying their property tax, either fully or partially. 

  • One residential house or apartment owned and self-occupied by the owner or his family (including his parents): 50% exemption
  • One residential house or apartment belonging to a widow: 100% exemption for a plot area of up to 240 square yards. To be eligible for the exemption, the individual should not own any other built property in Pakistan. Moreover, the exemption will also be available to the minor sons and unmarried daughters of a widow following her death
  • One residential house or apartment owned or co-owned and occupied by a retired government employee. The exemption will only be available if the individual does not own any other property in Pakistan. In case of the death of a retired government employee, their surviving spouse and minor children will also be eligible for the exemption 

It is important to note that in order to avail the CDA property tax exemption, the homeowner is required to submit a notarized affidavit or a simple declaration for each year, which will be signed and attested by the Director Revenue, Deputy Director Revenue, CDA Magistrate, Director Estate Management, Director Law or any Grade 17 or above government officer.
